Google's closed testing requirement applies specifically to newly created personal developer accounts created after November 13, 2023. Organization developer accounts created before or after this date are currently exempt from this specific requirement.

No. Completing the 14-day continuous closed test allows you to submit the Play Console production access application form. Approval is decided solely by Google based on app stability, policy compliance, tester engagement depth, and your answers to their questionnaire.
